i'd tune down my graphic setting but it still lag ! What the F*ck!? 20fps !? is anyone here found a way to fix this ? if there is one please tell me. I'll try anything.

    This game is horribly optimized for PC anyway, so if you're really concerned with playing this with a decent framerate, a new computer or parts upgrade is not something out of the question.

    Your graphics processor is insufficient. There isn't much more you can do to raise the framerate given the settings you're currently using unless you limit the view distance and poly count outside the game somehow.

    By all indication, it is only your graphics processor that is insufficient. If you wish to upgrade, we can give you recommendations but don't expect to pay less than 120 USD or so for a sufficient card. (And that's assuming you're using a desktop.)

    Based on my knowledge, upgrading your graphics processor is the only option for increasing the framerate I'm afraid.

    I don't lag in GTA4, but my game does fuck up and the roads are all white, and everything is gone.

    They should have worked on it a bit better to actually be played on the PC.

    But yeah if you want to play this game, get more RAM, at least a 5700 series video card from ATI, a quad or trip core processor.

    This game puts a lot of stress on your hardware.

    It has been said a couple times above, but the answer to the thread title is this: Because your computer is not powerful enough and because GTA IV wasn't optimized for PCs well.
