Ok, so I have an ATI HD4670 GDDR3 1024 mb. I read that many people are getting at least 40 fps on high settings with 1024 res. For some reason, I only get 28-30 on low-medium settings on 1024 res. Is something bottlenecking my card?

How is it that people are getting 40 fps on high settings and 1024 res? Are they exaggerating or something wrong with my gta4? (v-sync is off and view distance and stuff set at 10, shadows at low and shadow density set at 1, everything else set at medium). EDIT: OK, so after tons of research, apparently people who are running it on higher settings get higher fps then running it on medium settings, apparently some graphics cards like to be pushed? I DID raise some of my graphics settings (but not texture, most important), and I was stuck with the same fps. Does raising the texture quality really fix the problem? (Doesn't sound "real", but seeing how crap of a port for graphics GTA4 was, it seems like that could be a fix). I will test it out tomorrow, but if there are other answers, please do post them here.
BTW, I run every other game fine, COD4 maxed out with 1650 I'm getting from 40-70 fps. L4D I'm getting 40 min to 100 high on 1650 res with everything high, and the other thing at very high (only option that allows very high) with no AA. FO3, 1650 res everything high at 40 fps. So this does seem to be a gta4 problem, is there an optimizer out there so that I could run this crap better? It really bothers me when I get 20 fps during firefights online, and hell even at 800 res it STILL stays the same FPS. I set everything at low and FPS does not change.
